Because that's not a directory, it's a shortcut that exists as a
junction point for older programs.

If you are looking for what used to be "My Documents", it's under

C:\Users\your_user_name\Documents

You cannot, as it is no longer an actual directory but a "junction point"
provided for compatibility issues. Documents are now in the "Users" folder
instead.

This is a junction pointing to
C:\Users\<User>\AppData\Local\Microsoft\Windows\Temporary Internet Files

You can take a look at the "Junctions" tool to see where these
junctions point to yourself.

I keep my temp inet files on a different hard drive, and they still
show in the Users location.

To get at your temp inet files at any location, you need to disable
UAC.

One reason I did it and kept with it being disabled.

Makes one wonder why they have a "Move Folder..." button
if you can't move the folder.
