I have windows Mail on my laptop and desktop computers. Is there a way to
file share so when I am using my laptop it sends and receives from desktop
only?

No, there isn't any way to do that.
POP accounts allow you to share incoming emails only.
IMAP and HTTP mail accounts are fully synced, meaning that you can
keep all mail folders the same on multiple computers.
