The vista firewall shuts off on its own whenever my Acer laptop is shutdown
or goes into standby. I have no other firewall installed although I did
have MacAfee at one time. I run spybot and adware all the time so I doubt
it's spyware. Does anyone know what could cause this?

That's normal!!!

NOTHING is on when the computer shuts down or goes into
sleep/hibernate!

If the urge ever arises, don't ask us how to fix your task scheduler
when it fails to run when you shut your computer down!

Erm, well actually you can use the Task Scheduler to wake up the computer to
do tasks.

It is the result of a highly-focused effort on my part - which took
many years, by the way - to elevate this skill to its current level
of mastery.

I think it still needs some tweaking, but I probably have a few good
years left at the keyboard before Alzheimer's sets in.

It's quite difficult for the task scheduler to wake a computer that is
totally shut down. One might even say that it's impossible.

Well that shows how much you know..

I wake up my computers that have been turned off very often, through a WoL
(Wake-on-LAN) page on one of my websites, when I want to access them through
Remote Desktop. I can also wake them up within the LAN once I am accessing
my server, which is never turned off.

Computers still use ~5W when they are turned off, and when WoL is enabled,
the NIC is still on. You have to turn them off using the switch on the PSU,
or physically unplug them from the mains to totally shut a computer down.

You can also set the computer to turn on automatically at a time set in the
BIOS settings of most computers.

And finally, yes, you can set Task Scheduler to turn a (ACPI) computer on,
as well. Computers have been using ACPI for over a decade, so you have a
bit of catching up to do. Have you even tried using it?

The Vista FW is according to a lot of the people who know, not real good
anyway. I installed a free one from Webroot that blocks both incoming and
outgoing, and it's working fine on Vista. Give it a try.
