I work with Windows Vista Ultimate on a Dell Precision M6300. Until today,
everything was O.K. Then I tried to install Microsoft Project 2007 Pro which
failed with some registry access errors.

After this, all (non system) icons on the desktop and shortcuts in the
shortcut bar are blank (symbol of a white paper). I tried to change them
through right-click and properties setting the icon again. It did what I
asked but did not change the icon. Even if I create a new shortcut, It
creates a blank icon. I have admin right on this PC.

Anyone who can help me?

Do a System Restore to before you installed Project.
